What is the difference between open and closed captioning?
Open captioned is always in view and cannot be turned off. Closed captioned can be turned off and on by the viewer.
Who watches closed captioning?

Remote CART is remote real-time captioning.
CART (Communication
Access Real-time Translation) is a process of converting the spoken word into text through a third party, such as a trained operator using a stenographic machine to transcribe speech into written text and transmitting it onto a device to be used as a communication access vehicle.
